Permanent residence in the United States of America is regarded the world over as a valuable and desirable right.  Though it is a notoriously difficult process, often years-long in the making, to apply for a Green Card on traditional grounds, one extraordinary program that offers hopefuls a chance at bypassing the process is celebrating its 20th year.

Its official name is the U.S. Department of State Bureau of Consular Affairs Diversity Visa, and it has existed since 1990.  Brought into effect by the Immigration Act of that year, the intention of the American Green Card lottery was to create pathways for emigration from underrepresented regions.  Under former systems, emigration was skewed toward entrants from certain nations.  In order to ensure balance, only applicants from approved countries are eligible to enter.

So, how does the Government Green Card lottery work?  Entrants from approved countries (those for whom fewer than 50,000 nationals have emigrated to the U.S. in the most recent five years) may participate if they meet the following additional requirements:  they must show they have completed high school and prove work history in one of a list of approved professions.  Though other minor restrictions exist, the process is straightforward, and carries other rather significant benefits. Lottery winners are permitted to invite spouses to accompany them to the U.S., along with any children under 21 years of age.

Another incredible benefit:  lottery entry is free.  Though, many applicants choose to hire a service to help them with the application.  Some 25% of applications are disqualified due to errors, incompletion, and other problems, and many applicants find the $50-$100 fees reasonable to pay.
